There is a way. If the group doesn't have an admin or the current admin is inactive, you can propose to the community to become an admin. You can post in the group to give your opinion and send private messages to other members to ask them to support you.

How can this be done?
 
A little off-topic topic but a word of advice to anyone looking to start a FB group: Always invite a friend or family member as an 2nd admin. If anything ever happens to your account you won't lose your group.
 
The system don't work again, one have a toolkit for that, but has been fix long ago by Facebook.
 
What you talk about is very difficult because you want administrator rights and need an administrator to give you rights
 
Should create your own new group and promote your new group by sharing the link across platforms to attract members.
 
You can create your own group or buy one
