logged into paypal today and noticed something funny. My street address was the same but my city and zip code had changed . Its a p o box street address. The p o box will still receive mail if you use either city or either zip code. Apparently the info is interchangeable. However. the address info on paypal has one city and its zip and ebay has the other city and its zip.

I clicked request higher limits on ebay and it asked to verify personal info, and then said it couldn't verify.
Is this the problem? And should I change ebay info to match paypal info?

I would not change anything with ebay, definitely call paypal and tell them the situation, they will help, and easier to deal with than Ebay. Definitely have your info in front of you, and tell them YOU want to be sure THEY have it right.

    Good luck
