How can I safely add YouTube views from AddMeFast without getting my video deleted? Should I add 1,000 a day or should I add like 5,000 per week?

You're going to get really low quality views. You'll be fine as long as your video doesn't violate against Youtube TOS

If I upload a non monetized video lets say 15min long, then cut it using youtube cut tool, to a 60sec video, then send lets say... 500 views a day with addmefast, and leave like that for a couple of weeks, then if I revert the video to the original, will it get it deleted or have his views removed?

I don't think this will help ranking your video, because the retention of audience will be very low !
