If I'm offering FREE shipping, am I still allowed to add a fee for additional items?

For example, if I'm selling a shirt for $1 and offer free international shipping, but they add quantity 2, can I add a 1.00 additional charge on shipping?

It seems that I can't. Everytime I set the additional item charge for $1.00 and save it, it's back to 0.00 when I check it.

Are you only allowed to charge a fee for additional items as long as it is less than the original shipping price? I'm trying to add a fee for additional items to discourage the buyer from buying all 10 for just 10 bucks. I want them to buy just 1 for $1 and if they want a 2nd or 3rd, each additional shirt will cost $1 in shipping, so 10 shirts will be $19 ($10 + $9 for the 9 extra shirts they ordered on shipping).
 
set it up as seprate deals then .

that simple .

dont allow users to add more then 1 item.

advertise your item as seprate deals

Ok, I need help. I can't find any settings where I can make this customization. Where do I look in my listing?
 
spent an hour looking and still can't figure out how to limit only 1 item per buyer
or how to add an additional fee for every extra item they add.

Ebay is just way too confusing with way too many links and clutter on their pages.

**note** I don't want to limit ALL my listings where buyers can only buy 1 item and not be allowed to add more. I just want to put a limit of 1 per buyer on specific listings. I want to be able to list 10 or more available without 1 buyer buying up all 10 for FREE shipping. 1 buyer buys 1 item for free shipping, no problem! But 1 buyer buying all 10 items for free shipping is what I want to avoid.
