You can add more friends every day but don't do it all at once.

every Facebook account is able to add up to 250 accounts per day
when you send a friend request and someone has not accepted it for a long time, cancel the friend request and you should limit sending invitations to people you don't know

To be clear, No one does, even so-called facebook experts that I know can not figure it out. because Facebook all known as Machine learning, there are hundreds of factors to think about.
So My best advice is to Spend TIME in Facebook and Act like any Normal human being. ( I firmly believe this )

you should add friends from people you may know or from the same city with your IP. in this case, you will be able to add more friends without block.

Spend a few minutes everyday to give the impression of a real, human account. Check-in multiple times a day, at every check-in add a few people. Just don't do it at once. Do any activity the human way.

when you have some friends, there will be many people adding you, so you can keep accepting new friend requests, and it's not so hard to raise to 5000 friends.

You can add up to 1000 friend requests, if the number of invitations. If out of those 1000 invitations no one accepts, you will have to cancel less to continue making friends. I usually use the support tool and make about 500 friend requests per day. please give a 30s to 50s time gap for a friend request, after about 30 invitations take a break for 15 minutes and continue. Of course, you must have a support tool to be able to do this.

There is no specific limit for Facebook friend requests. But you might want to take intervals when adding friends even like 30 mins interval.
