Sometimes (at least for me) it changes the URL, but you can easily edit it on the right side of WordPress where you find the url.Are you using Wordpress?
What I am understanding from your question is that when you are updating the title of the article (that is H1), the url is getting changed too. But this doesn't happen in Wordpress.
