Is there a program where you can add text to a video without having to convert/render the video file again ?

I think permanent text is impossible without re-rendering. But it's possible if the text is like subtitle.

Nopes impossible. By adding the text, you're modifying the video. basically, you are adding the text to each of the frames and you need to render the modified frames.
