Ad Networks that allow bot traffic

Yes: those who do not pay, those accept traffic bot :)
Yeah, this was my first thought.

Ad networks that just send bots are not going to keep advertisers. If they are just trying to rip them off then they’re going to do the same to the supposed publisher.

Even if they were going to do this; why would they bother paying you to run a bot?

Maybe not, because as I said I already found a few networks and started making a little money with it.

So basically if you don't know all the things available on the internet you shouldn't act like you know everything.

there is no company that accept bot traffic, most of company offer exclude VPN traffic too.
There are a lot of companies who scam their clients and don't care about the traffic and I found those networks already.

Is there any ad network or bot which allows bot traffic? I'll be a publisher in this case.

A network that allows for worthless traffic isn't going to be around very long. That being said, AdWords, FB Ads and other well-known PPC ads deliver copious amounts of bot traffic so it would seem they are OK with it.
