I just made a link shortener website a week ago. My traffic is from 90% Turkey, 75% Mobile and 25% Desktop. I wanna put some ads to earn money. Which ad network is most profitable right now? I tried monetag and adsterra but cpm was terrible (0.15$).

as per you have 75% mobile traffic from low tier country then PropellerAds will best for you.​

Maybe admaven is a good option for you.
 
Mondaid is another network you can try with easy approval.

The Networks mentioned before are good too. I would recommend to Split the Traffic to see what network do the best performance.
