Ad Network for Interstitial (T3)

I want to monetize my Tier-3 traffic site (Brazil) with Interstitial ads.
I’m currently getting a CPM of $0.1–$0.2 with Monetag, and I’d like to find a network that pays better with better Fill Rates.
Any suggestions?
