As shown in the image, my ad campaign seems to have hit a bottleneck and is not showing any results. I don't know where the problem lies.

I changed the keywords and retested. I'm in the testing phase with a budget of $10.

I haven't found a suitable audience, so I'm using a relatively low budget. Hopefully, I can find one, and I plan to use a higher budget for testing.

I currently have a high CTR and a low CPC. My analysis indicates that the audience is incorrect, so I have changed to a new audience.

My data analysis shows that Facebook pushed my product to an audience with the wrong intent, which resulted in me having a high CTR but no conversions.
 
The ads are not blocked, but adset 2 is performing poorly (high CPC, no conversions).
Facebook is pushing distribution to adset 1 → looks like “slow” or “blocked”.
Quick solution:
Turn off adset 2.
Slightly increase the budget of adset 1.
Duplicate adset 1 to create a new version running in parallel.
That is the most optimal in your situation.
 
Stop that campaign, then create a new one with different ad content and targeting options aimed at various goals. After that, compare them
test, test, and test again.

Or find someone to do it for you.
 
This can happen for many reasons such as audience saturation, budget not matching the optimization event, or too many edits in a short time.
 
Try creating a new camp and compare your settings one by one. Or try switching accounts. A lot of flagged accounts will have this problem.
 
Your ads probably arent getting enough signals. Try widening the audience, slightly raising the budget or refreshing the creatives. If nothing changes start a new ad set.
 
Stop wasting your time on this campaign and delete it immediately. Start by creating a flawless campaign from the beginning with more care and attention, and test the results. Scale gradually. Change things up. Try different things like target audience text and images.
 
It might help to test new creatives, adjust targeting parameters or run a few small variations to see which combination starts generating results again.
 
Could also be a timing or platform issue sometimes pausing and relaunching the campaign after a day or two resets the algorithm and boosts delivery.

Stop the camp and set up a new camp, looking at the stats like that Ads can't win the auction. Either the bid or budget is weak, the file is too narrow.
