I think your account is not well secured, or the account is not yours. If you have lost your fb ad account that is your main account, it can be restored by providing the necessary documents to the fb support team to regain access to the ad account.

Even when you contact to Support Center, it's hard to restore you ads account.You can create a new one or rent Fb ads account from some agents at BHW Marketplace. Be aware of scam.
