Bro, have you tried switching to the old account? You use the old account but run a campaign from the new account with the lowest cost, the problem will be solved.

You should choose an account with a spending history, or set up a bait campaign on a new account
 
Try replacing it with a payment card you've never used before
Create multiple campaigns with small budgets. Once you start spending, you can increase your budget later

If your spending returns to normal after 2 days, the problem is when you added the payment card, or you made too many changes to that account at the same time.
