This is a common issue recently. FB is disabled when people try to add their card.

For sure you did something wrong.
To get rid of this problem, make sure that:
- Your vcc has a name
- Your card from the same country which you login.
- Your ad account's currency is the same one for vcc.

I don not believe you did something wrong and is mostly because they are doing the same as twitter that you need to have the blue thick and pass verification in order to run adds, to verify you are a real person but without the blue thick, lately they being doing the same with the suspicious activity in your payment method when there is nothing wrong they just want your ID.
