If your Page has never been restricted from advertising and only the ad account was banned—while the Page is still in good standing with no warnings—then everything is fine. You can reuse it for a new ad account.

It doesn’t mean the Page is “dead”, but if you reuse it immediately with a fresh ad account, the risk is higher. Best move is to let the Page cool down, keep it organic for a while (posts, engagement, no promo), then connect it to a new ad account slowly. Rushing straight back into ads with the same Page is how people get burned again.
