Ad access permanently restricted

Hello. In some ad accounts, the ad account is permanently restricted (I haven't added a card, I haven't entered an ad) without taking any action yet. Is there any way to open this? The ID exists, but now the request evaluation button is inactive, inactive. I can't submit a review.
 
The only option you seem to have at this point is to wait, give it (request evaluation button) at least 48 hours to start functioning again in order to submit the review. If you are lucky, it could be a temporary issue.
