I dont think it's possible anymore. Ever since Google had changed their coupons concept (they don't allow free spend anymore), you need to provide a CC/VCC in order to get some traffic.

You gotta verify the account using some real CC which is tied to a street address. I think you can make payments with VCC's after you've verified the account, but all they really want is to know who you are and where you live, you know, "for your protection".
