Achieving eBay Partner Networks approval?

I've recently applied for eBay's affiliate approval of my site and I got declined. I failed to mention a solid business model and the site was believed to be non-operational at the time that they checked, but even now with my temporary site in place, I doubt they'd approve it.

Does anyone have any model pitches that they know to work or if eBay's system works differently, could some tips be given on the matter?

your site needs to get traffic already and not be a thin affiliate site. it should have some good content.

Any numbers when it comes to traffic that I need to be hitting?
