I’ve dealt with similar Google Ads suspensions before. You can appeal, but Google is strict about multiple accounts. Make your appeal honest and clear about testing purposes—sometimes they reinstate, sometimes not. Don’t create new accounts until it’s resolved.
 
Be honest in an appeal: explain the extra accounts were for testing, promise to use only one account, and provide verification. Starting fresh usually just leads to another suspension.
 
Even legit accounts get banned for no apparent reasons, it's impossible to tell.
You have to go stealth now, same when ebay or paypal ban you, and it's a real pain in the a££ to fake everything, names, bank accounts, etc. One day the ban hammer hits again anyway when you go stealth.
Also with adwords your website is usually banned too, so you have to build another one, which is more pain in the a££ if it was a legit site.
It will be more and more pain in the a££ because of AI watching for everything you do now.
Good luck but the best is to make money another way. Like plumbing or locksmith.

yeah google hates multiple accounts, even for testing, you can try appeal but chances are low, safest is to start fresh with one verified account and keep everything clean.
 
Maybe it happened because of your IP or because you used different billing addresses. But if you think you can submit an appeal, then you should try it. If everything on your account is correct, the chances of getting the account returned will increase.
