you can try creating a new ad and if they still aren't spending you should change to an account with a long spending history

Don't worry bro. Accounts not spending is a kind of hidden hold that many people have encountered these days. You can try to create some campaigns with small budget (10-20$) that is a way of deal with this problem. If It doesn't work, you can post in "Want to buy" section to find some good accounts with spending history

U can check your payment method that u linked to accounts, also let recreat another campaigns and start to run again. As well as stop old camps, facenook will take some amount first while ads re running with reviewing status

A lot of users are encountering this issue. Consider starting a new campaign with a minimal budget. Alternatively using an account with a spending history would be more effective

You can try deleting all the old campaigns then try again, it will be better

There are chances that it might be due to a policy violation or unpaid balance or some account verification issues. You will have to check your Ad Manager for notifications or payment errors. Or you could try contacting Facebook support directly to resolve this.
