Account banned for RISK PAYMENT reason

You can try using another payment card. If you want to save time, you can rent or buy new accounts from reputable agents.
 
Maybe your account is so weak and that's why it can't handle 1 time scanning from fb. I prefer using old account with spending history or old BM than anything because it's much more stronger.
 
You can replace another card and change to a new account, but it would be better if you rent an account from an agent who will have accounts with healthy and spending history.
 
Try replacing a new card and posting new ads. You can also choose an agent account. When your account dies, they will replace it immediately for you.

It's better to rent a Facebook advertising account with spending history.
 
that error you are getting is usually due to an outstanding balance you may have on your account, either pay it or make a new one
 
I had the same problem as you. You can change another card and use a new IP.
 
You can replace another card, another account. If it still doesn't work, you can hire an agent with an account that already has a card added

I don't think is your account, I had the same problem with them all white hat but they still blocking banning or restricting the account for nothing, if you are doing white hat contact support for more details and get ready because will take some time for them to solve this otherwise it will always show you that error and even more if you are using the same payment method over and over again.
 
Your card's bin is the problem. Find a different payment provider
 
You should use old ad accounts with old spending history, they are strong ad accounts and minimize deactivation when you add tags.
