Account active but not spending

This issue often occurs with most advertising accounts. Please check if the page is restricted, replace the card with a new one, and add more ad groups to your campaign.

Hi everyone, today I have a small problem that my advertising accounts are all working normally and have been approved successfully, but the results are very low. The accounts have very low consumption. I have tried increasing the bid but the results are not significant. Can you tell me why this is and is there any way to fix it?
This issue could be due to your country or the content you are using to run your ads.

It could be that the target audience is not relevant or that there is a problem with the account.

Here just a few points:
Low ad quality or relevance, TikTok, Meta, etc. won’t push your ad hard if it doesn’t get early clicks or watch time. Even with high bids, bad engagement throttles delivery.
Audience too narrow or competitive, Sometimes your targeting is fine, but you’re going up against high-performing ads in the same niche, and the algo just prefers them.
New ad account cooldown, Newer accounts or creatives sometimes sit in a quiet “test” phase. No errors, just... minimal spend. Frustrating.

Also, test broader targeting with automatic placements. Let the algo find where it works first, then narrow later. That’s worked for me in a few recent campaigns.

This usually happens when your account's trust level in the Meta system is low. Try starting your account with interactive ads, avoid reusing creative, and rotate landing pages or domains.

How long has your account been in use? Try waiting a few more days and expanding your target.

I tried switching to another page but it still didn't help. Did you find a solution?

Sometimes this happens when the ad quality score is low or the account lacks history. Warming up gradually with small budgets and running broad interest campaigns can help improve spend.

You're experiencing a situation where your ad accounts are active, ads are approved, but spending is low and performance is poor. This is known as "low delivery."
Possible causes:

  • Account is shadow-limited (restricted without visible warning)
  • Your ad content isn't competitive enough
  • Meta’s delivery system is slow or experiencing issues
Solutions:
  • Create a completely new campaign (not duplicated)
  • Run engagement ads first to warm up the account
  • Gradually increase budget, and test different bidding methods
  • Rotate creatives and target audiences frequently to keep things fresh
For more specific advice, it's helpful to know what industry and campaign type you're running.

It may take time to start spending. Consider broadening the target and running small warm-up campaigns with a limited budget.

try changing payment method and check if your site is disabled and create a clean campaign

Low spend often means your ads aren’t delivering due to low account trust, audience saturation, or poor targeting; try warming up accounts, testing new creatives, or refreshing audiences to fix it.

Your ads are approved but underdelivering likely due to low trust accounts, narrow targeting, or poor engagement. Try warming up accounts, using broad audiences, and testing multiple creatives. Keep budgets stable and avoid frequent changes to allow proper optimization.

This can happen if the account is flagged low trust or if the pixel/data signals are weak. Try warming the BM with engagement or traffic campaigns first before scaling.

Low spend usually means weak engagement, narrow targeting, or the ad is stuck in learning. Refresh creatives, expand the audience, and let it stabilize for a few days.

This issue is more common lately - Meta accounts may be approved but not optimized for delivery. Make sure your creatives and targeting aren’t triggering low-quality scores. Also, try warming up the account with light spend first. We’ve seen better results when using accounts with stable billing history.

It could be due to low trust on the account, limited payment history, or campaign structure not aligning with current delivery signals - try running with simplified objectives, remove restrictions like targeting or detailed optimization, and allow a few days for pacing to normalize.

Omg.. So many wrong answers here. An agency ad account is not the answer to this problem. Btw, when buying a so-called "agency" ad account, validate that the BM that owns the ad account is Badged. If the BM that owns the so-called agency ad account is not Badged, then it's not a real agency ad account.

Here's how you can troubleshoot this:

Duplicate campaign, remove bid cap or cost cap. - Do NOT use manual bids on a new ad account. This is almost certainly the problem.
Make another campaign with link clicks as the objective, set budget to like $5 /day. See if that spends.
*If the above spends money, then your bids were the problem. Let your ad account learn without restricting bids. You don't even have any data to know what you should bid.

If the above does not work, you have other issues. As soon as you said you were manual bidding, on a new ad account, the obvious solution is to remove the bid restrictions and let Meta deliver your ads.

Suggesting that your ad account has a low trust score or that your pmt method needs to be changed is just priming the thread to pitch agency ad accounts. Agency ad accounts can be a solution, but you probably don't need to go that direction just yet. Good luck!
