Accepting credit card

I have a few questions that I can't find the answer.
Help me please.
1. What payment system (with API and IPN) allows to accept payments with credit card without a business account?
2. Is there a way to accept paypal payments through another payment system without a business account?

I'm from Russia. it seems in Russia irrevocably to have company to upgrade to a business account.

Have you tried hiring a business address in the us or uk, quite cheap to do and apply using that

I'm afraid that paypal will freeze my account because they have a very strict policy on this.

What about 2checkout, do they require you to have a company? Most often you can apply with the payment service providers around as sole proprietorship, so you don't really need a company. However, considering the risk of chargebacks and penalties I would not do that, at least not if you have assets
