hello I'm starting on youtube and I have doubts about copyright.

I would like to create a "Top" or "best" channel. for example, for the car niche.

the problem is that obviously I don't have the cars to record them and make the videos of the best cars on the market (for example).

Could I legally use video fragments of these cars, from other channels or the internet for my tops?

Ex: top 10 cars in the market. I download some fragments from other videos on yt, add it to my top video, and add music and voiceover.

Is this legal? Will i get strikes or get demonetized?

As soon as you put a fragment of other video in YT, you may get a DMCA claim and have your channel demonetized.

Since you have the spanish emblem for your avatar, maybe you might know Korah, a comical video dubber. He basically had to move to FB because 100% of his videos, containing little snippets he used to dub, were demonetized.

Although there are some techniques to obfuscate the video footprint, or using an extremely short video (like 1 sec, theoretically inside the Fair use policy), the huge risk is always there.

you wont really know until you try uploading 1 of your vids, if they
mark it, then remove it. and you will have your answer
