1.Need to have About Us, Contact Us, Privacy Policy, and Terms and Condition?

2. When we make web 2.0 need to change IP ADDRESS to hide footprints?

1. not mandatory. You do them hopping to gain more authority and possible ban protection in case of manual review.
2. you need to change IP in case you are building multiple blogs on the same platform during a short span of time. The footprint is in the eyes of the platform used. Most have some spam protection in place.
 
1. I suggest, if your website has those pages that look good
2. when you try to open many web2.0 on the same platform, yes you need to change your IP address

one suggestion: start with creating shit load of Web 2.0s. Do not create a backlink yet. let them age. use them over time.

1.Creating these pages instantly makes your blog much more legitimate but it is not needed as there are free services online that will generate these types of pages for you but I recommend avoiding them. Using them repetitively on many WordPress.com websites will leave footprint which might trigger a spam filter at some point.
