Not really, the only time I can see this having effect is if you have an established site and the topic is currently or is about to trend.

I don't see some real correlation here, of course, you need to be consistent and post and update your pages regularly, at least once a week, but it doesn't really need to be on the same day each week or in some specific time range, that won't have any impact on your organic ranking.

If possible keep the time same but that is no hard and fast rule for this. If you are not able to keep the time of posting same, that not have major wrong impact.
