Scrapebox has a host of add on's. It does more than just scrape and post, but yes, that is one of the things it does.
Yes I would recommend it, it's great for getting those first tier nuke sites powered up.
senuke doesn't harvest and post, it's a different tool. it builds web 2.0's, rss's, pings, that kinda thing.

Yes, but you can also use public proxies (expect a lot less success rates and time spent testing proxies if you go this route though).
