Actually, what you are saying makes sense, but in practice, it is the opposite. It is the rotating nature of ISP Proxies or Networks. If the rotation was the problem, then all the social media accounts of those people who use SIM or ISP Internet would've been blocked.
In reality, the rotating nature of the IPs is a plus point, because the social media websites think of such user as a legit user.
