First and foremost: Moralists stay outside.

    Now to the topic:

Is it useful in a marketing sense to repeat the same tweets or should they be posted once and should be more attention being paid to follow appropriate users?

Well in a short enough timeline, you actually can't repeat the exact same tweets (it's a functional block that twitter has implemented).

In bare marketing theory, repetition is definitely a major tactic, though annoying (and no less-so on twitter). Personally I'd follow the basic principles of marketing - do some A/B testing (that is, try it for a while, and see if it pisses off more people than the apparent return is worth).

The question should be, Is it useful in a common sense to repeat the same tweets?

    NO.

At the very least, you could spin the tweets while repeating the same message without repeating the same message.

I just scrape tons and tons of random tweets other people said so I never run into this problem

It would be better if you keep the tweets on topic without saying the exact same thing. Otherwise it looks like spam to people reading your tweets and they'll stop paying attention after a while if it doesn't interest them.

It's good to stay on topic and cycle them. Don't overpost the same thing.

A decent time gap is sufficient to increase visibility. Let's see it like this. You have 1000 followers, And only 40 of them who actually read your tweets. If you keep tweeting the same topic now and then, There's a fair chance they'll unfollow you and then? You only have 960 followers, I mean bots.
