PS: Also, saying stuff like this can get you into trouble and unfortunately, if the OP doesn't know the rules as well, you could get them in trouble too for making a deal that goes against the marketplace rules

Cheap and quality don't always come from buying in huge bulk.
A lot of providers reduce costs by owning more of their infrastructure, optimizing bandwidth usage, or sourcing IPs differently. Some also focus on specific regions instead of trying to cover every country, which keeps costs down.
That said, I'd be careful when evaluating suppliers based on price alone. In the proxy space, it's pretty easy to find something cheap, but much harder to find good uptime, stable speeds, and consistent IP quality.
If you're planning to resell, You should test a few providers yourself before committing. A small trial can tell you a lot more than a sales page.

when it comes to proxies, usually you get what you pay for, low price = low quality and so on

Most of those sellers offering dirt cheap, high-quality proxies are not buying from another reseller, they are going straight to the infrastructure root.

most of the cheap "high quality" sellers are just whitelabeling raw api access from obscure russian or chinese panels that dont advertise on English forums. or they lease cheap subnet blocks directly and set up squid on basic vps. if you want to actually make money reselling you gotta find the guys selling raw bandwidth via api, not the ones with pretty frontends. just buy a tiny test package first because half of them are oversold to hell...
I just find it hard to connect those two worlds :
- People trying to looks for good qualities proxy with real price not reselll <-> Smal owner People doing proxy on their own, infra, software, managment ..

that is usually since they have their own infra, or by procuring through a different way only. also cheap is relative, you need to define it to get more clarity

Don't chase the lowest price. Cheap providers often disappear or reduce quality over time. If you're planning to build a long-term business, consistency, support, and reputation are worth paying a little more for.
