If I got you correctly, it sounds like you want to upload a .pdf file to a site and display it (like a web page) instead of letting your users to download it?
If so, it's possible and I think it's even the default of web browsers to show the PDF instead of download it.

For this particular site you'd need a log in first, as would you for all edu sites.
However if the question is just to have your own domain display a pdf, all you'll need to do is to FTP the pdf to your route file or any other file you ma choose
