About Paypal tax documents...

I know that someday I have to complete this step, but currently I'm not earning that much from the internet (earned just around $100 last year). Plus, I'm not even living in the US. So, why is this notice shows up? Would you tax a person that earned a meager amount from the internet? Is it safe if I just simply ignore it and let it pass without submitting my tax docs? Thanks for any help.

I have a personal paypal account and never received a notification like this before.

That warning is now gone because of Corona and extended tax deadline. I'm living in some shithole third world country.
