About News App and Copyright/Policy Violation

Hello, I want to share news targeting only one country in my mobile application. But I have some questions

1) Will I encounter any problems if I summarize the news shared on a website and share it on my own mobile application? (Like copyright or policy violation)
2) If I use the image related to the news directly from the X site, will I have a problem?

1 - No, if rewrite the content it's now a new content
2 - Yes, you are using a copyrighted image and also hotlinking it, try to download and make some change like flip horizontally
