yep, these are the keywords you should be targeting to get initial traffic to your site as they usually take less time and authority to rank for. I'd suggest going for keywords that have 0 search volume according to SEO tools as these prediction are usually false but make sure that the topic makes sense. if it does and is a problem/question a visitor from your niche might genuinely have/ask then go for it, at the very least you'll get an odd visit to the page and added topical authority in your niche.
