I don't think it will work in OP's case as he will have to buy a Jr VIP membership first for $97 and then only he will be eligible for posting his website here. Where as on Flippa he can list it for $19 if they accept the kind of website OP has.

But it won’t sell for as much on flippa compared to bhw, so in fact it might work better.

This couldn't be more further from the truth. As great as BHW is, it is nothing in comparison to Flippa in terms of people looking to buy websites.

I missed that part. There should be relaxation for this in my opinion as this is one time thing and website is reviewed by mods.

It is in fact much closer to the truth. People on flippa mostly have no clue what black hat is and who will know better about black hat websites than black hat world itself?
