About Duplicate Content

Hey everyone, I have an agency that provides many services but I want to get ranked on local web design search queries.
I want to create something like “CityName Web Design”. I can order 10-20 articles that matches with the keyword for different cities. But I have 100 cities.

And 100 x 500 words is expensive.

What is the best way to prevent duplicate content but in the same time save some money.

What kind of writing style do I need? I dont’t want articles with keyword stuffing. I want articles that generate leads.

The right thing is to create 100 pages with the original content. It doesn't have to be that expensive, for example, you can pay 5-7$ for a decent 500 words article.
