I read about why some folks got Zero CPC

some claim due to poor quality content

some claim due to ad placement and what kind of ad appear which you can block

so what's the correct answer?

To is kinda as long got people click the ad , the CPC will not appear zero isn't

I have never faced such an issue, but a lot of people are suffering from this. It's called smart pricing, if advertisers don't get any conversions from your traffic Google will reduce your Cpc. This why you should split your traffic in multiple Adsense Accounts.

mulit ad sense account?

side note is Standard someone click the adsense ad , they will go to the ad website from your site right means it will not open another windows for the ad ?

I didn't plan to say this at first, so I did a test on AdSense on a smartphone, I wiped the phone and automatically it clears all previous settings and data and so when I restarted the phone I made searches on two keywords related to insurance policies and paying off loans faster, I didn't login to any social media account or email account yet on this phone, so I went ahead and clicked on Ads twice and these 2 clicks generated $0.48 each.

So I think how CPC is calculated by adsense is a very tough maths stuff, because to me to keep keeping such high CPC either you have fresh devices clicking on your ads or people that rarely use the internet and search for high keywords, because thinking about it, it makes no sense for an advertiser to keep paying $0.5-$0.10 per click for someone who sees the ads lets say 100 times per day, but it would be reasonable to pay $0.40 - $1.00 for someone who doesn't see the ads regularly and the ad is actually useful to him.

You can test this out if you want and see the result too.

Namaste:)
