We run several months 15 ig accounts for cpa business Without proxy and it’s work ok no have problem.
Note: every 5 accounts one different computer and ip(different worker do the job)
We don’t do 200 followers everyday each account we do more less but daily around 50 daily each account.(also we check every account that we follow manually not scrape no and no bot, just high quality account we follow)
And we do comments in other big accounts that same niche and upload 3 posts daily
Also we reply all new message!
And we see start see results

Without Proxies you will get banned - as the IP ADDRESS will be same - after you try to make 15 account they will bank your ip ADDRESS also

I buy accounts with 500-1000 followers
And than work with them in same ip without proxy
And handle all with facebook business (fb have free tool for schedule posts for fb and ig accounts)
Work good without problems

OP was asking can he create 15 account from same IP - I think we can manage as many as account from one ip no problem but can't create more then 5

You'll likely get them banned if you use same IP or even exceed F/UF actions. Also, you should age them beforehand.
