is there cpa network that allow getting leads for simple offers like to put an email, via chat?
a company that allows incentive cpa offers in chats...

its fine for them if i go to live chats on internet, even omegle and these chats, and tell people to put their email in the offer, and i lie to them that they will get something for it?
or just pushing people to put their email, its fine?

CPApath can offer that, maybe try them. Dunno how legit they are though.

they don't have to know what are your methods, they care about the traffic, and quality, just that, i guess?

just make sure the leads convert for the advertiser. shouldn't have a problem. Although the conversion rate will be a little too high for the network's comfort.
