I create accounts with different clean ip's and I need to test their algorithms. I am thinking of testing these accounts with anti detect browser. Should I use a proxy when using these accounts in the anti detect browser. Or is it enough to create accounts with different clean ip's?

You should use anti detect browsers just to be sure, you dont want the website to be connecting multiple accounts together
