    So it happens that, supposedly, warez is illegal, my question
    Does a forum that INCENTIVICES PEOPLE to
    Code:
    encode links to warez
    is still a crime or worse than that?

    That's exactly how they get around it mate.
    I've been on a big warez forum (the biggest) for over 3 years now as a VIP, and that is per se, how they get around it (with a few other things.)
    They claim they are just acting as a search engine, exactly like G.
    They'll have it in their ToS that they do not host any content on their server which they don't, and that users themselves are responsible for what they post.
    That and the fact big warez forums move hosts maybe once, twice a year to hide traces etc.
    Maybe it is a crime, but this is the internet; there's much more important things going down I like to feel.
