I've checked tumblr and although there was a petition about it officially tumblr only removed blogs with copyright violations. I never heard about such thing about the other two but I would be really intersted to find out

I doubt you can pick existing blogs from wordpress.com, blogger or tumbler unless the owner wish to sell or give away its blog.

Some blog sites do hold the right to remove your inactive blog in their terms and conditions (probably to secure themselves from people just registering high valued names and trying to sell them) but I never heard any of them actually doing it. Would be interesting to know if any of them do.

Your best bet would be to buy them from the owners who no longer want them. I doubt you're going to get those sites selling you other people's sites just because they haven't logged in for a while.

Even if they did remove the blog and make the name available again, you wouldn't get what was previously there.

You are right you wouldn't get the content but you would be able to get the link juice (and replace any content they had that gets traffic with yours- you probably would still rank).

well if you wanted the content as well, you could scout it out for a bit
that is if you actually could obtain the domain from the site (highly doubtful)
and then you could scrape the entire site (do a complete carbon copy of it)
then upload the scraped content back to the domain once it has been vacated
