Sorry cant PM- am under 15 posts:).

Did exactly that. Got a different bank card,verified my paypal, changed my IP, changed the landing pages, and still got the dreaded "Your Facebook Account May Have Been Hacked" after submitting the payment details. Given that time is of essence, I am now looking for the fastest way to have my Ads up and running. Any method that we can both agree on is fine with me.
