A stupid question

I'm working with an automated CPA pipeline, and I have couple unclear details.
In CPA offers you need a specific country and device. Traffic usually is randomly selected around the world, so how to you automatically get the right offer to right traffic?

so basically you are spamming in google with random scraped content and expired domains, and you have discovered that with CPM is not worth it and you wanna go with CPA but you don't know how to funnel the traffic to the right offers?
