A quick question about backlinks

I have a quick question about how google index backlinks. I've found a website where i can put html code, but can't use quotations, so if i want to put my link on the page I have to do it like that <a href=#> keyword</a> and not <a href="#">keyword</a> . So the question here - does google care that there are not quotation marks? Do google count that as a backling and do i get pr coming my way from such a link.

You must need to check two thing:
1. Do others have backlinks on same page
2. You must have to confirm that IS SITE ALLOW HTML CODE OR BB CODE.
 
As i already have written the site accepts html but not quotation marks.
 
Speaking from experience, as far as Google in
concerned, as long as the link is clickable, and
the hosting page allows G! to follow links, it will.

The links you create... are clickeable? they go to your page? if they are clickleable and go to your page, I will be confident that google counts them
 
Yup, they are clickable. I thought that there wasn't a problem , but i wanted to ask here just to be sure :) Thanks for the answers.
