A question regarding black promotion

Hey, everybody. I came across this phenomenon in a google search. A person has literally thousands of sites with different names and Google ranks some of his sites, what is the name of this method of promotion? And how can it be realized?

Looks like someone's found a file upload exploit and has uploaded a load of doorway pages onto an unsuspecting Chilean university sub-site.
