I was using some proxy changers, tried elite,basic proxies and i still somehow can't register to youtube.It just doesn't send me confirmation code. Can anyone explain what seems to be the problem ?

I don't think it's because of , sometimes from some countries you just don't receive the code, what country are you from?

EDIT: Not always, but usually the codes do not arrive,either it is for facebook, or google.

if you register through a good non-flagged IP, you shouldn't be asked for code verification at all and your account should be ready to use immediately..
