Hello,
To start just want to say that I am not at all part of cock.li and I am not even using it.
There were some people that wanted a secure e-mail and were suspicious about Protonmail(eg https://www.blackhatworld.com/seo/protonmail-email-was-shut-down-under-investigation.1341212/ ).
Cock.li allows you to register and use it is service with TOR, there is a lot of domain names available(for example airmail.cc with sounds more serious than cock^^). They just require a "proof of work" at start to limit the number of spammers, that would take some seconds/minutes.
They may have your IP( https://cock.li/privacy ) but they explicitly allow you to use TOR(cock.li allows registrations by Tor and other anonymizing tools, as well as our privacy policy that restricts sharing data outside where it is required in our jurisdiction, a demand for a user's location data is very unlikely to be successful https://cock.li/abuse ).
So just register with TOR, and only ever register/use it/connect to it with TOR and never your regular browser so they will not have your IP.

The guy behind it live in Romania and the company is in Seychelles, he seems like a lazy(no offense it is what is implied in the warrant canary^^) nerdy sympathetic guy, there is a transparency section with a warrant canary. Also, don't do shit like spam using it, it seems a cool email provider and the only(?) or one of the few that allows TOR and don't require like a phone number, so it could be cool if it stays that way
