After I watch the video of http://www.matthewwoodward.co.uk I plan to buy a miraculous tool for link building.
Among them:
1. Wicked article creator, to fill the article in tier 1
2. GSA Ser, to blast tier 2 links
3. Do you have a suggestion tool are perfect for making web 2.0?
And if this is still an effective way to raise's ranking in google for today?

I personally don't use GSA, it's too expensive (all the services required) and learning it would be quite time consuming for the moment. But it's not "miraculous", like mr woodtard probably made you believe lol. Just create your tier 1's by hand and spend some time learning manual SEO, it will help in the future when you do eventually move onto learning tools.

I am only suggesting this because you don't know whether they're still effective or not... nobody is going to give you anything on a silver platter, test and see for yourself.

I use turboweb 20, its easy to use and server based

But like explosiv says, You only learn SEO by manually building your backlinks
Start with longtail super easy keywords.

But before you even start building links, Learn all you can about keyword research.

99% of noobs fall at the 1st fence, because they dont understand how to use keywords
You need to understand the difference between the type of keywords you will use on
Adsense
Amazon
CB
CPA
PPD

Of course the greatest learning experience is by failing, learning where you went wrong
and correcting it

I'm trying to learn researching the keywords that have low competition, and learn to raise its ranking

Isn't it weird how @MatthewWoodward only recommends tools that have affiliate schemes?
That is true, Can you give directions to be able to raise the rankings with a more simple way?

Go read the GSA official forum, there's a lot of tweaks that will speed up your projects.
