If i had a YouTube channel elligibile for monetization (enough subs and watch hours), could i delete all my previous content and still get approved by AdSense?

Yes, If you have enough watch hours (4K) after you delete your videos
 
No when you delete videos all watch time acquired by videos will be lost

Deleting Videos = Decrease of watch hours = Demonetization if Watch hours goes back to less than 4k hours
 
Generally people will delete their videos to match the requirements of YPP. If that is the case, proceed with Delete option. Otherwise, I would suggest not to delete.
As mentioned by @mrnixdorf you will loose watch hours unnecessarily.

Did not know about this . Does it apply to deleted shorts also ?

Shorts watch time won't be counted for required public watch hours(4000 hours)
Deleting shorts does not have impact on public watch hours

I have done it with aged channel. I faced then broken channel, nothing ranked any more and it was total disaster. Never delete content ;)
